H4 refused on grounds 214(b), filing for H1 from delhi

Hi

My husband was refused H4. I have found a company that will do my husband's H1. what are the requirements to qualify for an H1, is master's necessary, or a 3 years work experience will do?

Is the interview very technical or very extensive, or a regular one. Will they ask for paystubs?

Any new H1 interview experience from delhi would be greatly appreciated.
