H4 marriage photos

Hi! I believe marriage photos have to be submited to obtian a H4 visa.

However, if I'm only having a court marriage, and not a religious cermony marriage, would it be OK for my wife to just submit photos at the marriage registrars office? I'm asking because I don't see any thread about a similar situation.

I think so...you cannot arrange for some other photographs can you? No choice...get those...and hope for the best.
