H4 Issue

Hi,

My wife attended H4 visa and got a query in chennai consulate."Need explanation from Employer why he didn't payed a promised salary". But most of the time i was in bench in last year. My w2 and LCA shows the difference. Everybody knows how the market is last year.

Can anybody give suggestion how to give explanation for this case to the consulate...

You are in this situation because of your employer. Law requires that the employer sponsoring H1 pay the wage that is at least what is specified on LCA. If the pay gets lower, the employer is required to file a new LCA reflecting the lower salary. Many employers, specifically body shops did not bother to do so and are in violation of immigration laws.
