H4-H1 in Juarez

I am planning to get my H4-H1 transferred in Juarez, Mexico?(My H1 was approved while I was in India and I came BACK to US on my H4, SO I need to change my status) I plan to go
next week? What are the chances there compared to Canada?
Any tips are welcome.
