H4 -> H1. Must I wait for H1 approval before I start job.

Currently on H4. Have a job offer. Can I start on the new job after I get a receipt for my H1 application, like H1 to H1 transfer folks do ?

He needs to wait for approval, at least that\'s the way INS is interpreting AC21 right now.
