How can I go about converting H4 - F1?

Do i have to go to my Home country to get it issued?

if F1 is rejected what happens to H4??
 
u can file an I-539 to change your status from H4 to F-1 with a $140 fee without leaving USA. If it's not approved you remain in H-4 status as long as it's valid.
