H4-->F1 when to do

Hi All,

I am currently on H4 and a resident of California. When is the wise thing to get transferred to F1. Should I do it now before applying for admissions or after I get into a University with H4 , I should then transfer to F1.
As I think on F1 they will consider me international student and will be charged.

i think the best thing to do is to ask the college if they will charge u more if u have h or f1 visa, so id talk to them c what they say, and then make a move.
