H4 expiring - Pls help

My wife's H4 is ending by Feb28. Its already Feb23.
1. Is it too late to apply? And also my new H1B is under process. 2. Is it enough to send the receipt notice with the H4 application? And also i had sent for revalidation couple of months ago and did not get approved,
3. will this affect. They had asked me to get it from overseas office. My I94 is valid till 2006 though.
 
as long as you get RD before expiry of previous status, you should be fine.
Regarding sending receipt notice only in the application package, i think that is acceptable...however please take a second opinion on that...
