H4 Appointment at Vancouver - Urgent

I will be having my H4 visa appointment at Vancouver on Monday 19th Nov. I will be flying to Seattle on Saturday and then drive to Vancouver on Sunday. I have got all my paper work and everything, my only question is about the visa fees.

Can I apy at the consulate or do I need to pay at the Scotia Bank? I searched the forum and they said it can be paid at the consulate but while filling out the DS-156 form, I noticed under the fees section they said after July 1st, the fees cannot be paid here...If that's the case then is there any Scotia Branch in Seattle because I will be in Vancouver on sunday and my appointment is at 8AM monday morning.

One more option I was thinking...I have got friends in Toronto/Montreal (unfortunately no one in Vancouver). If they pay my fees and fax/email me the receipts, that would work. Please let me know. Thanks.
 
You have to pay the fee at Scotia Bank ... please read here. It should be okay if your friend pays it on your behalf. I did the same while H-1B stamping in India.

I have the exact situation as yours (TN to H1, and My wife is non-Canadian and needs H4 stamp). We have an appointment in Vancouver this Oct. Just have a couple of questions and see if you can help us.

1. Did you go to border to get H1 I-94 before your wife's H4 appointment?
2. How long did your wife wait to get her passport back? The following day?
