My husband is PR in Canada and currently stays in US. We want to apply H4 for him however he doesn't have I-94, because last time he came in he didn't need visa or that. We are worried if he goes out to Canada to apply H-4 he might need to wait a long time based on current tightened situation. So can he apply H4 while he is here without a I-94? How to do it?
