H1B with state of mn(stse jod)

I have a Masters in Environmental Engineering. I have a job offer with the Minnesota Pollution control agency (state job). Everything was finalized and a job offer was sent yesterday. But the HR says that the Minnesota state does not sign Labor condition applications. My manager is on vacation and is back Monday.

I would like to know if there is a law that does not permit non-immigrants to be hired in a state job in minnesota. I want to be prepared to talk when the manager gets back to see if the job can be accepted.

Could you please advise me on this

good luck with the paperwork for the labor and job. Do let me also know in case there is any luck in that dept. Did you look at any other jobs who were offering H1Bs for Env. Sc. position.
My wife is MS in Env Sc from US univ. and looking for a company that does H1Bs.
Any help in that respect would be appreciated.
