H1B will expire 2/1/2003, can I get the entry visa outside US??

My friend wants to take a vacation back to China next month, however, his H1B will expire Feb 1st, 2003, he worries if the consulate won't issue him the US entry visa as his H1B will expire in less than half year.

Can somebody give me some advice? Thanks!!

couples of questions

1. What his current passport stamp says ? H1 or f1 ?
2. You mean valid visa up to jan'2003 is visa stamp ? or h1 appoval ? and what about his i-94 form ?
3. was he out of status anytime in usa ? (more than 6 months)
4. if he has h1 visa in his passport he shouldn't worry about anything execpt check if the visa is multiple entry.
5. If h1 approval is up to jan 2003, then get current pay stuff, w-2 and employment letter from current company then most probaly give visa.
6. it is only possible in case of f2 visa not h1, f1 or h4 visa.
