H1B - who pays?

Hi All,
I need to renew my H1B visa and I spoke to my boss, asking him to pay for the cost for renewal. I informed him that it is common among other H1B visa holders, that their sponsoring company bears the whole cost. He says "How do I know that? Can you show me some proof or anything?"

So I need your help guys. How can I prove my point to him?

You can pay everything but the $1000 training fee portion of the $1,110 filing fee

The training fee was created by the ACWIA. It is part of the filing fee. Initially, it was $500 but was increased to $1000 a little over a year ago by AC21. In 1998 the filing fees for an H-1 visa were $110. At the end of 1998 the ACWIA added the $500 training fee and at the end of 2000 AC21 increased the training fee to $1000. Now the total filing fee for an H-1 visa is $1,110, of which $1000 is a "training fee" and must be paid by the employer. Some H-1 filings are exempt from the $1000 training fee and this is determined by the answers to the questions on the I-129(W) form. INS returns petitions where the training fee is being paid by anyone other than the employer or the attorney handling the case.
