H1B VISA Stamping in Mexico

Is any body knows what are the option if your H1B stamping is denied with approved H1B petition... My brother went to Mexico with an appointment to stamp the H1B on his possport and conculate made a decision that he is not working as per work description in LCA and they have taken H1B approved notice and rejected his application under section 221 (G).... Any body had the same experience and any body can share their experience... I would appriciate..
