My friend is a post doc researcher in a mid-west US university and is on an H1-B work permit. She had done her BS/MS degrees in her home country and then did her PhD in that US university where she's now working as a post doc fellow.
My question is can she apply for her first H1B visa from any of the consulate offices in Canada (Toronto etc) or does she have to go back to home country in order to apply for this?
