H1B visa stamp from Canada

I have a valid H1B status and wish to get Visa stamped at American consulate in Canada.

Are they reffering applicants to home country(my previous visa was O-1, and apparently no lapse or out of status problem that I know of.

Any experience/ information is appreciated.
