H1B visa in 2003 or 2004

Is it true that H1 quota in 2004 is to be reduced to 65,000 from 195,000 this year.

I will start working on F1 OPT this July. Is it prudent to apply for a H1 visa this year and forfiet the OPT time rather than wait till my OPT Employment Authorization expires next July.
