h1b visa for a person in india

Does anyone know if someone can process a H1B visa for a person in India ? the candidate can pay for the fee etc also his relatives can help his accomodation.
He is a highly experienced software professional working in client server area and ready to take some HOT training also. He is interested to come to US.

please let me know.

Now a days for processing H1B, BCIS is particular about any proof which shows Purchase order(Project contract). cause most of the companies are consulting companies
If you can provide that contract, getting H1B and visa should not be a issue
