H1B Visa-Cancelled without Prejudice

Hi,

I had H1b visa stamped in September 2008 and valid until September 2011 through company A. I never travelled on this visa. After that company B has applied for L1A visa for me and my H1b visa was cancelled by US Consulate saying "Cancelled without Prejudice". Now, my question is:

1)after coming to USA on L1A visa through company B, if I want to join company A (who has applied my H1b visa) using their H1B petition, Can I do that? Is that petition still valid?
2) Can I join company A without leaving USA and without stamping? Do I need to apply for COS? What is the procedure and how long it will take?
 
The petition is valid until its expiration date; you may apply for COS but cannot begin working until approval is received and you have an appropriate I-94 in hand. COS takes longer than stamping and reentry unless PP is used. COS is not guaranteed.
