H1B VISA and CAP

Right now, I am working in India. I found a job in USA, they are asking me to join ASAP.

1> If I'll apply for new H1B premium processing then can I get H1B approval in 2-3 weeks before next Cap opening?

2> Also, can I get it stamped before Next Cap opening ( i.e. October) ?

Please advice soon, I need to act fast on this. Thanks in advance.

No. The visa cap for Fiscal Year 2004 was met in February. It is therefore not possible to get an H-1B visa that is subject to the cap with a starting date before October 1, 2003, when the 2005 cap begins.
