H1B transfer

My question is very common one.

I just need to know about time period from the last pay check
for H1B transfer....

I mean to say lets say somebody was laid off and he/she
received last paycheck on 11/01/02. How many days
is the legal time period for a H1B transfer...

I've been told that INS allows only 1 month after your
last paycheck for H1B transfer and after that its too late.

is there such a time period within which H1B should
be transferred?
