My new employer applied for H1B transfer process last week, and i was made to sign the following statement and as things did not work out i decided to back up on job offer, now as transfer process application was sent last week and if they cancel the processing will INS refund the money to employer, and please clarify the following statement do you think i am liable for 800$

As you know, your employment with us is on an at-will basis, meaning that either party can terminate the employment relationship at any time, for any reason. If you should terminate your employment with us, voluntarily or be terminated for cause as defined by our Voluntary Termination Policy (including but not limited to gross misconduct, theft, etc.) within two years after any money has been expended, you agree to reimburse us up to $800.00 for expended costs. we will not seek reimbursement for the $1,130.00 filing fee referenced above. Money owed to us will be deducted from your final paycheckH1B Transfer Cancellation, Will INS pay back the Fees
