H1B Transfer (Non-exempt->Exempt->Non-exempt)

While I was working for a non-exempt company on my OPT I had applied for a H1B and that was approved. It was counted towards the 2004 quota. Before my H1-B kicked in I left that company and joined an exempt (university) organization. Now I am looking to go back to a non-exempt (industry) employer.

Since I was already counted once towards the cap in 2004 I shouldn't be counted again in 2006 ... am I right?
