H1B transfer from nonprofit to profit - please help!

Dear moderators and other kind souls out there,

I am currently working in a nonprofit organization and my H1B visa with them is valid till June 30, 2005. I applied for a new job at a for-profit company and am waiting to hear back from them. I understand that a H1 transfer from a nonprofit to a for-profit is subject to the 65,000 quota. If they offer me the job:

1) For H1 transfer from nonprofit to profit, do we have to pay the filing fees for premium processing all over again? if so, how much is it and does the company pay or is it out of my pocket?
2) How long does it take for H1 transfer and what are my chances like?
3) Can I start my new job after receiving receipt of filing but not approval, or do I have to wait till the approval comes through before I can start work?
4) Will my old company know when the new company files for a H1 transfer?
5) Would you advise me to not resign from old company until I've received approval for transfer, or go ahead and resign, after filing? I'm worried that my transfer may be denied, and then I'll end up with no job!
6) If my transfer got denied, how soon do I have before I need to leave the country?
7) I am dating an American citizen now and we're considering marriage. If my transfer got denied, can we register our marriage immediately, and would I then be able to work for the new company?
