H1B transfer before flying

I have my H1B stamped since Nov07 but still my Employer hasn't sent me to USA. I have heard that now h1B can be transferred before actually going to US for same employer who got it stamped. Is it true? Can some other employer get it transferred and send me to USA so that one H1 is not wasted.

New rule

So according to this article I need to go to USA for current employer only? Is there any change in this rule since the lottery system started for H1B?
 
Thanks for your reply Sir. However it was very disappointing for me to know that I can't do any thing if I am asked to wait indefinitely on offshore before joining the employer in US. only option I have to leave the job in that case my employer a offshore will ask me to give my passport for cancellation of my VISA.
I hope there must be some law under which employer should be entitled to pay me even if they don't call me onsite(US) after the stamping.
