H1B to F1 @ US Consulate in India

Hi

I am on a H1B visa since 2 years and never left US during that period....so did not need to get my passport stamped. Now I am trying go back to grad school to get a PhD. I received my I-20 and also full financial support from the university. I am planning to go to India and visit a US consulate to get a F1-visa. Can anyone plz tell me whether the visa process would be considered a change of status (i.e. do i have to submit change of status application I-539 and H1-B proof etc. at the visa interview counter?) or would it be considered as an new F1 visa without including the COS procedures?
