h1b + startup LLC + friendly consulting company?

I'm on an H1B. Can I do the following -

- Start a company (register one) as an LLC
- Transfer my H1 to a friendly consulting company
- The newly registered company hires the friendly consulting company for some work.
- I "work" for the newly registered company, and take a salary from the friendly consulting company

Is the above scenario legal?

So what are the options? How does someone on an H1 go about getting started, given that he/she can hire an excellent legal firm?

Can an American citizen be "founder", with the H1B partner working for the founder? In this case, can the H1B partner also hold equity in the startup?

Yes, I understand CIS is not stupid.

I'm not trying to find a way to do anything dishonest or sneaky. I'm trying to find legal means of creating a startup, where I can work in it.

Assuming we have gotten funding (seed funding - around $300K), and that there are two H1B founders, and that we can pay for good legal counsel, what are the best options?
