H1B stamping

I am currently on J1 visa and will be completing one year before I start on H1B. I have my masters and PhD from London.Please advise if I could get first time H1B stamping at Ottawa,Canada? Anybody with similar experience getting stamping please help!

Yes you can (other than Halifax, NS) ... please carry the necessary educational evaluations for degrees certificates earned outside of US/Canada.
