H1B stamping while pending I-140/485

My EB1-OR is pending since may2002 and applied for 485 in dec2002. I will be going to India sometime next month, is there any problem for H1B visa stamping at US consulate in Mumbai? is it required to go personally for interview? or dropbox is ok?
in the application form there is a column, "has anyone filled immigrant petition on your behlf?" what should I write there yes or No?

always advisable to get revalidation in US than in India, if time permits. Its taking aorund 4 months for revalidation in US

But I came here on J1 and now I am on H1b so I donot have H1B stamped on my passport, I think revalidation one can do only if have H1b stamped earlier.
is it difficult to get H1B stamped in India?
 
I think they have taken out the drop box facility for non-immigrant visa holders (except in few cases). You might need to appear for a personal interview.

Now there is a big backlog of applications in Madras and calcutta, so they are also allowed to apply in New delhi. So better check the Americal embassy site of New Delhi to get the latest info.
