Is there a time limit on going to ones home country (India) for the finger printing and stamping procedure (interview) after one receives his or her H1B visa while staying in the US? Is it anytime during the 3 years the visa is valid for?

You need a visa to enter the country.

You do not get a H1-B visa in the US. You will get change of status to H1-B.

Depending upon the existence of I-94 along with the approval notice you may or may not work before getting a new I-94. If you dont get a I-94 along with the approval notice then you cannot work. You will have to go out of the country and get a H1-B visa stamped on your passport then come back. When you come back they will give you a new I-94 valid until the H1-B notice of approval specifies.

If you already have a I-94 then you can work immediately or whenevr the effective date is from.

You can get the stamping done atleast 6months before the H1-B approval notice has specified. You are not guaranteed a visa because you have an approval notice.
