H1B stamping from Vancouver

I am planning to go to Vancouver for H1B stamping. I am on valid H1B visa but since recently I changed my employer and my new employer filed for my H1b transfer (which is equivalent to filing a new H1B visa). I am going to India in November (for my brother's wedding) and before that I need to get the stamping done from Canada since I am not getting any visa appointment dates during my stay in India (mid nov till mid. dec.) . My employer is expecting my H1B to be approved by end of september. I have my visa appointment towards the end of october.

I just wanted to know

1- How safe it is to go to Vancouver and get the stamping done.

2- I dont have any Degrees from US but holding an Engineering degree from India and valid work experience of over 2 yrs in USA.

3- Is it possible to enter the US if my stamp is denied? I still have the valid I-94 in my passport till April2006 and I am driving to Vancouver from Seattle.

4- How many days/ hrs does it take to get the stamp? I am Indian citizen.

5- Anything else I should be aware of

Thanks all for the advice in advance. I really find this forum very useful. I promise to post my experiences once I complete the stamping process.
