Hi, I am currently on H1B Visa. (F1 to OPT to H1B). I will be visiting Halifax, Canada for a work related conference next month for 3 days. And I need to get my H1B stamped to re-enter in the US. I never travelled out of the US after getting my H1 processed. I am originally from India.
My question is, i was looking for some information about the whole process and came accross this following document.

I am wondering what does the following statement in this document mean?
"The U.S. Consulate in Halifax does not issue employment based (“H”, “L”, “O”, “P”, “Q”, and “R”) visas for non-residents of our Consular district."
Does that mean I can't apply for my H1B stamping at this place (Halifax)?
And are there any other important things that I need to take care of before going out for the conference, apart from all the required documents.
