I got my H1B stamp from the consulate in Frankfurt, even though my I-797 listed the consulate in Berlin. I got an appointment with Frankfurt in two days. Berlin had 8 days backlog (which is why I went to Frankfurt). They called me up 10 minutes after I entered the consulate to collect my documents (DS-156, DS-157, DS-158, Passport, Photo, I-797, proof of payment). Then I waited for about 30 minutes and was called to a window for the interview, which took about 10 seconds. The consular officer asked what I will do in the US (I said I will work for the University that applied for the H1B), and he said they will issue the visa and I can pick it up the next day. He never asked to see the LCA or the letter from my employer, degrees, or anything else. I can definetively recommend Frankfurt for stamping. The process is fast and friendly.
