The vfs website defines State of Residence as "If you are a resident of India, you are required to select your current ‘State of Residence’ where you have been residing for the past six months or longer. Indian citizens resident in the U.S. on work permit and applying for a new visa to renew an expiring or expired visa can request an appointment at any of the five U.S. diplomatic posts in India."

Well, I have been in the US on a F1 for the last 3 years, so the above doesnt apply for me. It does not apply for my immediate family as well because they havent been living in India for the past 1.5 years. My native state is Andhra Pradesh, but most of my schooling and College was done in Tamil Nadu and our family lived there for a long time.

As for the second part, Indian citizens resident in the US on work permit, I have been on F1 as said above and my OPT started almost a year back. So would this make me eligible to get an appointment at any of the consular offices? Or do I have to go to the hyderabad consular office for the interview?

Called VFS

I emailed the chennai consulate about my situation and got an automated response saying that I can contact vfs regarding visa procedures.

I called up vfs and I said my native state was AP, so the guy said that I had to apply at Hyderabad. Then I said that I havent lived in AP for a long time and my last 2 states of residences in India were Karnataka(last) and Tamil Nadu(last but one).

Then he said that I have to get an appointment at Chennai.
 
This is the response that I received:

Dear Sir:
This is in response to your inquiry. The U.S. Embassy in New Delhi and Consulates General in Mumbai, Chennai, Kolkata and Hyderabad now accept visa applications from across India at all visa facilities, regardless of the applicant’s home address or city of residence.
