H1B Stamping at Dept of state visa office

Has anyone tried getting their H1B visa stamped at the Dept of State visa office by sending it to their St Louis, MO office? My visa has expired in sept, and I need to get a new visa.
Is it preferable to get it stamped in canada or at the state dept office? Has anyone got their visa stamped at a third country like Canada/Mexico after their visa had expired?
The state dept web page says that it takes 6-8 weeks for processing. Anyone care to share their experiences? Also, if I send it to the state dept and later need my passport, how long will it take to get it back?

As per my knowledge is concerned, once your visa is expired either you have send to Department of state in USA ( St.Louis) or you have to go to your home country for restamping, and you can not go to anyother country for stamping as you wish. I think this a new law after 9/11, and anyway you can check with yr lawyer too.
