H1B stamping and consulate location issues

Hello,

I have been in US on F1 (2000-05), then OPT, then H1B (before OPT ended).
Only have the F1 stamp in PP. The question is that can I go to Delhi for stamping? Am I classified as a returning worker? My home residence prior to leaving India in '00 was Mumbai, so I am concerned, asked the help line but they provided me with nebulous answers. The 797A does not have any specific location.

Please advise or post if you got it stamped in a similar situation, thank you.
 
Yes, you can go for stamping in Delhi (or any other consulate in India) as long as you maintain an address outside of India. VFS-USA website will allow you to book such an appointment.
