H1B Stampimg in Canada/Mexico

Hi Gurus,

Here I have one quick question, My wife H1 approved recently. Before that she was on H4.
- Will she can get H1B visa stamp in Canada/Mexico without any problems?

OR

- Does she need to go her mother county to get status change visa stamp.

My brother did his H1 stamping in Canada two weeks back. He made appointments with Canadian US embassy.

Thanks!, Does his case status changed from H4 to H1? or F1 to H1?
 
Of course she can go to Canada/Mexico or whatever country for this matter to get the H1 visa stamp. But no one can guarantee that she'll get it "without any problem". If she gets denied for whatever reason, then she can't return to the United States and has to go back to her home country to re-apply.
