H1B situation

The H1B stamp in my passport expired in April '03. I have an H1B approval notice valid till March '05. However I do not have it stamped in my passport. Now my company want's to send me outside of the USA for training next month. I contacted the US embassy in the country I will be visiting by email and explained the situation to them. They replied that I can apply at the embassy there. Does anyone here have experience doing this?

Also I can drive to Tijuana, Mexico if it is possible to get H1B visa stamped at the border there? Is this possible?

The last option is to go to India and get it stamped there.

Would appreciate if anyone can post their experience in a similar situation.

If you are visiting a country that is not your home country then it is difficult to get a US visa from there. If you are refused you cannot return to US and will be stuck there.
You can try to visit Canada or Mexico to try and get the visa there. Of course visiting India is the last option.
