H1B salary problem. please help!

If the initial job offer is for $70000/year and the H1B is approved based on a prevailing wage of only $63000/year, does the employer have to honor the initial offer or the prevailing wage? If the employer pays 65000/year, have the H1B visa conditions been violated?

Experts, please help me out here!
 
The prevailing wage is what they must at the least pay you. My actual wage was higher then what the prevailing wage came back as.
If they offer more good for you.
