H1B Revalidation and GC Processing, Please Urgent Help!

Hi all,

First of all sorry for posting this here, but your feed back is highly
valuable.

Here is the Problem for one of my friends.

He Came to US thru Company A and no job for 3 months in 2001
after that ge got a job thru Company B and worked there for couple of months and went back to Comapany A and worikng for A from then to till date. Now He got his H1B extension thru A
and sent all the documents for H1B revalidation to St.Louis and they sent it to DC office and the DC office said they can not revalidate his H1 here because of section 221(g), insufficient documentation and asked him to go to US embassy out side USA
and this H1 is valid until oct 2006 and got I-94 too till that time.

now what he is concerned is whether if he goto India whether
he will be able to get his H1 visa stamped or not ?
he would like to know what are his options?

If he apply his Green card 140/485/131/765 now thru LC substitution, may be after 4,5 months he will get his AP so that
he is thinking of coming on AP instead of H1.

Then
1. once he uses his AP, can he be on pay roll thru H1 or he has to use his EAD?
2. If he Uses His EAD what will be his options?
3. He is palnning to get married also then what will be the problems he is going to face if he wants get his wife here?
what will be his options?

Please help my friend with all this questions.
He is on a good project now which will be for 2 more years.

Did the US department of state stamped his passport with "application received" or anything else.

Most of the time in the embassy they look for stamp, to know whether he got rejected or not.
