H1B refused 212

Hi,

My Brother in-law h1 B visa was refused 2 years ago under 212 section 6 C ,is it possoble to apper again for H4 coz my sister his currently on h1b working for a small IT company.please let me know if any one got H4 once permentaly debarred entering into US because of 212.

I would like to know about this too. I heard you need to get some kinda waiver (631???) to be able to get visa. kindly share your experiences. Thanks
