H1B Premium Processing

My employer had applied for a H1B transfer in April. The USCIS California service center asked for additional information about the company financial documents. My company sent it. The USCIS website shows that the documents were received by 21Aug 2006. The status when I checked today is the same. They say 60 days but I am not sure why mine is taking time.
My question is whether I can make my application as premium processing now by sending the 1000$ fee and filling out the required form.
Please help....
