H1B petition expired and unused. Should I again go through lottery if I need new H1B?

I am an Indian citizen. I worked in USA from May 2008 to Mar 2015 in L2 EAD. Later, I moved back to India. My end client (during 2016) asked one of their suppliers to sponsor and apply for H1B visa. It was approved in April 2016. I-797 (H1B petition approval) was valid from Oct 2016 to Sep 2019. But, I didn’t relocate to USA as the project was cancelled. Later, I’ve moved to different employer. Now, I am working in London since Nov 2018 in Tier 2 General visa. So, I never travelled to USA in my H1B approval. I’ve below questions.
  • If I decide to relocate to USA and find a new sponsor in the future, should I still go through the H1B lottery process? Or can my future employer just apply for H1B transfer?
  • If my future employer can apply for H1B transfer using the expired H1B approval, is there any timeline limit.
