H1b in 2005 - is it possible?

Hi all,
I currently work for an American company located in TX as a remote contractor. The company is interested to provide H1 sponsorship and bring me in the US. Before starting H1 process they would like to know how long it could take to get the approval from INS if they file in April.
Is it correct that since the FY 2005 quota was exceeded I can get the approval only after Oct 1st?
Does it make a sense to pay the premium fee in my situation? Will it increase my chances of getting H1 visa?

USCIS has allocated another 20K h1B1 visas which you might want to take advantage of.....Meaning you may file for H1b visa from this quota.... Please make sure you file fast ...else this quota my be depleted.....

THe start date for visa would be Oct 1 2005 (because these visa are allocated for fiscal year 2006)... You may not start before that.....

It can take anywhere between 1-3 months to get H1b visa approved...
You may reduced this time to 10 days thorugh PREMIUM processing ..but you need to pay an additonal $1000

Thank you for answering. Do you mean the 20k visas for persons with U.S. masters' degrees and above? I graduated a Russian University, am I eligible for the 20k quota?
