H1B holder, Not Green Card Sponsorship

I've been a H1-B visa holder for a year. Now I would like to start the Green Card process.
My employer does not want to file my Green Card.

Is there any legal way to obligate my employer to file my Green Card application?

No. Its their discretion to apply for your immigration. Find another employer who will do it apply for the LC if possible and then transfer to that company.
