H1B extension - I129 or I539 ?

When we file for H1B-extension (after the initial 3 year period), do we file I129 or I539? It looks like I539 is processed faster than I29.
 
The fastest way to get an H-1 approved is to file all of the correct forms with all of the supporting documention correctly at the right service center. You do NOT file an I-539 to get an H-1 extension.
