H1B exemption for folks with higher education degrees

I dont know if this is true or not but there are rumors that the USCIS is increasing (or has already increased) the H1B cap for people with master's and higher degrees. Can someone tell me if this is true and if so does it apply to this year (for work starting october 2007).
The USCIS website does not state any such thing so I need some clarification.

Any help will be appreciated.
