H1B documents requirement for H1B transfer

Hi!
A consulting company sponsored my H1B visa in April this year and I still continue to work for them. It is not yet stamped on my passport. They have not till date handed over the document to me fearing I might leave them.
I'm only given the bottom part of the H1B document which has the confirmation/document number and the expiration date of I-94. They have refused to give me even a photocopy of the original document.
If I want to work for another employer what do I need to have the H1B transferred. I have all pay stubs from my present employer and the original bottom part of the H1B document which has all the numbers and date needed for referencing.
Also what legal steps can I take to get back my documents without losing my H1B status.

Simply switch to new employer. Don't let your present employer know that you are leaving. Take vacations so that you get your past due salary. Else you know how these desi company's act.
