H1B COS approved without I94

I am currently on L1 and have applied for H1 COS and got approval.It didn't receive the I-94 along with H1B approvl.But the approval I-747C says about I-94 but it didn't come with new I-94. My question is if I am not leaving the US now should i apply for new I-94 for the COS now. Please clarify this is urgent.

Usually for this scenario you need to go for stamping to use your H1.
