H1B -contract question

Company ABC offered me a job with following clauses in employement agreement.
a) Initial six months will in working at client site in city X with an additional pay for this period.
b) reimberse the H1 and relocation expenses if I quit the company with in first 12 months.

After some careful consideration, I accepted the offer, submitted my papers for H1 and notified my current employer. One week after I accepted the offer, the company tells me that they did not land in the contract and ask me to come and work in city Y and kind of hinted me that I cannot back off since I already signed the contract. Since I already notified my current employer and mentally prepared to change, I decided to checkit out. I finally joined this company but the company has no position that matches my skill set so I decided to quit. Meanwhile, I got my H1 approval papers, I noticed that they grossly misrepresented my skill set to suit their needs. Finally, I quit the company in 1.5 months of joining.

Now, they did not pay me for last two weeks of work and they are claiming to settle that amount against the reimbursement. I am not sure if they paid taxes for this period. My questions are
1) Is it legal for a company to make the employee reimburse H1 expenses. If so what charges qualify?
2) If they press me to reimburse, may I demand the additional pay as per the agreement though I did not
go to city X ?
3) Since my skill set was misrepresented in H1 documents, what are my chances in fighting the contract ?
